Problem of Exclusion of Children with Disabilities


After Education for All Handicapped Children Act (EHA) of 1975 and The American with Disabilities Act (ADA) of 1990, children with special needs are much more included in society and education, but still there are some unresolved questions in this education sphere. For better understanding of this issue, I interviewed a teacher of Fluvanna County High School Robert LeSueur, who has been working with disabled children as a volunteer for more than seven years. He highlighted some milestones, which stand in the way of full inclusion of children with special needs and their parents.

It was challenging for Robert to give concrete answers to my questions, because according to regulations, children with disabilities have everything they may need. All schools are required to provide service to students regardless of disability; though, in fact, schools sometimes do just minimum, which is not enough for the full inclusion. Talking about regular students, it may be said that they are mostly accepting children with special needs though it is important to create positive model of acceptance all the time.

Robert also raised some critical points concerning this issue, such as behavior of teachers, parents, and administration who are not always willing to meet the needs of such children. Authorities of schools claim to spend a bigger part of the budget for a smaller part of students. Teachers are not always skilled enough to work with children who need more attention without sacrificing time devoted to the other students.

Special courses are required to help teachers in better and deeper understanding of work with children who have special needs. In addition, as my interviewee said, there was a problem of overly inclusive education, when parents of disabled children wanted too much when everything could be done in an easier way. In the sphere of laws and regulations, there is a problem of them being too slow and mostly reactionary. As Robert said, all the changes occur years before in small areas and spread before laws are made.


After summarizing the interview and comparing it to my thoughts, I have managed to create clear perception of problems in education regarding children with special needs. Apart from the problems I was aware of, such as the lack of money and skilled teachers as well as concerns of regular students’ parents about the deficiency of attention devoted to their children, I also discovered some other gaps in the system. I have never thought that overly inclusive education can be a problem as surely as not realizing children’s potential and underestimating them. Most teachers consider students with special needs as not able to reach the same goals as regular students. Though, sometimes, these children can be even more creative and passionate than others.

I was not surprised that laws are not timely and do not solve all problems. Still, I think that it is very important to work with school staff and teach them how to provide inclusive education of high quality and to create the atmosphere of acceptance in the class. In my opinion, children with disabilities are not always fully accepted into academic activities as it should be. There is also point in working with parents of disabled children as they do not always get precise information from their children about what is happening at school. In this sphere, cooperation of all participants is extremely important.
